$CIFR 20261023 8.0 PUT$ My view is cautious despite the potentially attractive AI-data-centre conversion story for

Cipher Mining Inc. (CIFR)

watchlist

. The stock is no longer simply a Bitcoin miner: the investment case depends on converting its Texas power sites into HPC/AI hosting capacity. That may create a more contracted, less Bitcoin-sensitive revenue stream—but the current financials show this transition is capital-intensive and not yet self-funding.

What is working

Cipher reported that its first HPC data-centre capacity at Black Pearl was delivered two months early and had begun generating rent; it also said work at Barber Lake and Stingray was progressing. That is the central proof point for the AI-hosting thesis.

East Money

Wall Street expectations reflect a sharp projected shift: consensus revenue is about US$220.4m for 2026 , then US$848.8m for 2027 —a calculated 285.1% increase —and US$1.02bn for 2028, another 20.0% increase . This is meaningful upside if sites are delivered, energized, and monetized on schedule.

It has substantial liquidity for construction: cash and equivalents were US$831.8m at 2026-06-30 , and the company had secured financing for its buildout. Cash represented a calculated 91.5% of current liabilities.

Why I remain cautious

The legacy mining operation deteriorated sharply in 2026Q2: revenue was US$24.8m , down 43.0% YoY , while gross profit was a US$32.6m loss . That implies a calculated gross margin of -131.1% . Net loss was US$267.5m , or a calculated -1,077.1% net margin . The losses are not just modest transition costs.

Leverage is high. Long-term debt was US$5.45bn versus total common equity of US$562.1m , a calculated 9.69x debt-to-equity ratio. Quarterly interest expense alone was US$66.7m , well above the quarter’s mining revenue.

The 2027 growth forecast therefore embeds very demanding execution assumptions: construction completion, power/interconnection availability, tenant ramp-up, and continued access to financing. Cipher’s Texas concentration also leaves it exposed to ERCOT and project-timing uncertainty.

East Money

The valuation cannot be called “cheap” from conventional earnings metrics: TTM EPS was -US$2.79 , so the negative P/E is not a value signal. Price-to-sales was 19.13x and price-to-book 6.51x , meaning investors are paying for the HPC conversion rather than present profitability.

Market setup

CIFR traded at US$8.81 on 2026-10-21 , down 1.45% on the day. It was down 53.85% over 20 trading days and sat just 6.98% above its 52-week low , at the 2.63rd percentile of its 52-week range. This reflects a major reset in expectations, but also indicates a weak trend rather than a confirmed bottom.

Technical signals remain negative: both short- and medium-term trends are declining, with an M-top pattern flagged. The latest quoted support and resistance levels were US$8.57 and US$12.07 , respectively.

Analyst sentiment is still very constructive—23 analysts show 21 Buy/Strong Buy and 2 Hold ratings, with a mean target of US$29.67 . I would treat that gap versus the current price as evidence of disagreement over execution, not as a reliable outcome. Targets are based on long-dated assumptions that may change quickly.

Bottom line: CIFR is a high-risk turnaround/infrastructure-conversion equity , not a clean AI data-centre play today. The upside case is real if contracted HPC capacity turns into recurring rental revenue and the 2027 revenue step-up materializes. The more immediate evidence, however, is falling mining revenue, significant losses, and heavy debt-funded construction. I would watch quarterly HPC rental revenue, MW delivered/energized, construction spending, cash burn, and debt-service coverage—not Bitcoin headlines alone.
