President Trump managed to impose tariffs far and wide last year without a wider trade war because his goals were economic: reducing the U.S. trade deficit, promoting exports, reshoring production and raising revenue. Other countries complied because doing so was less costly than a trade war.

The pursuit of Greenland, a territory of Denmark, is different.
