Noting Tharman’s “long and distinguished record of public service”, he said: “I have every confidence that he will carry out his duties as president with distinction.”There were 50,152 rejected votes, making up 1.98 percent of all votes cast. This was comparable to the 1.76 percent rate in the last contested presidential election in 2011.Following nine days of campaigning and Cooling-off Day, Singaporeans cast their votes across 1,264 polling stations.An early indication of Tharman’s victory was the sample count released at 10.42 pm on Friday, in which he had 70 percent of the vote.In the final results announced by returning officer Tan Meng Dui, former GIC chief investment officer Ng Kok Song came second with 390,041 or 15.72 percent of the valid votes.He was followed by former NTUC Income chief executive officer Tan Kin Lian, with 13.88 percent or 344,292 votes.Speaking to the media after the sample count results, Tharman said that he was “humbled by the strong endorsement” that he had been given. He thanked his fellow candidates, as well as Singaporeans “for following the issues closely and engaging calmly” during the election.“I believe that the vote for me and what I stand for is a vote of confidence in Singapore,” he noted. “It’s a vote of optimism for a future in which we can progress together and support each other as Singaporeans.”This future, he added, is one where Singaporeans have deep respect for each other; each generation is confident in the financial support from the reserves; and the nation is taken seriously internationally and “never treated as a small country”.He was speaking at Taman Jurong Food Centre, where his supporters had gathered to wait for the results.After the sample count results, the other two candidates acknowledged that Tharman had all but won. Tan and Ng both congratulated Tharman in advance, noting his “overwhelming lead” and “magnificent victory”.In his statement, PM Lee said that he had called Tharman to congratulate him on his victory and assure him of the government’s full cooperation. Tharman likewise declared his intention to work closely with the government, he added.PM Lee thanked all three candidates for putting themselves forward, adding that in this election, both voters and candidates have “shown a greater understanding of the roles and duties of the president, which bodes well for Singapore”.“Now that the election is over, let us come together again as Singaporeans, to tackle the challenges ahead and build a stronger and more united nation,” said PM Lee.Reasons for victoryPolitical analysts attributed Tharman’s decisive victory to his personal popularity among Singaporeans.NUS associate professor of political science Chong Ja Ian noted that the result was “not too far” from the vote share that Tharman’s People’s Action Party (PAP) team previously attained in the Jurong Group Representation Constituency.Tharman’s landslide win shows that race is no longer a deciding factor for voters, he added: “Tharman’s victory reflects that Singaporeans can and do vote for minority candidates, and will support them for high office.”It also shows that if there is “the right kind of establishment candidate”, Singaporeans will support them, he said.Nanyang Technological University political analyst Felix Tan said that Tharman’s consistency in the hustings – never wavering from his key messages – also contributed to the overwhelming support.As for Ng, his 15.72 percent vote share can be considered “a pleasant surprise”, given that he was not well-known before the election, said Dr Tan.Ng also ran his campaign largely on social media, and did not put up posters or banners, making his reach to the vast majority of Singaporeans “very limited”, he added.At his gathering of supporters, Ng told the media that his relatively low vote share was “the price that I willingly paid in order to give Singaporeans the opportunity to exercise their right to vote”.“That was the ultimate objective when I set out to stand for the presidency,” he said. He added that he wanted to encourage other capable people to come forward to serve Singapore and give back to the nation.The outgoing president, Halimah Yacob, was elected without a contest in 2017. Tharman’s landslide victory on Friday, meanwhile, was a far cry from the slim margin in the last contested election.In 2011’s four-cornered fight, former president Tony Tan was elected by a margin of just 7,269 votes. He received 35.19 percent of more than 2.1 million valid votes, a hair ahead of the 34.85 percent attained by runner-up Tan Cheng Bock.Coming third was Tan Jee Say, with 25.04 percent, followed by Tan Kin Lian with 4.91 percent.Tan Kin Lian lost his election deposit in 2011 as he failed to get at least one-eighth of the votes, but retained it this election. He told reporters after the sample count that he had “expected to do much better”.Asked what he thought went wrong, he replied: “I would not know. So I think we will have to reflect upon that.”Prof Chong attributed Tan’s improved performance to the smaller number of candidates this election, and his greater name recognition after his 2011 bid.Still, Tan came in last once again. This could reflect that Singaporeans are not “comfortable” with a politicised presidential campaign, said Dr Tan: “The way that he ran his campaign turned people off. He made this a very polarised and politicised campaign.”Different messagesIn the lead-up to Polling Day, questions of political independence and potential competence had dominated the campaigns of the three candidates.Running under the slogan “Respect for all”, Tharman had promised to use his breadth and depth of experience to serve Singaporeans domestically and internationally.Even while urging voters to consider his track record in government, he stressed his “independence of mind”. A member of the ruling PAP for 22 years, he held multiple roles in Cabinet before resigning in July to contest the election.Ng had positioned himself as the only true non-partisan candidate, pointing out Tharman’s history in the government and Tan’s support from opposition veterans. But he also noted his familiarity with the government machinery, given his 45 years in the public service.Tan had said that, if elected, he would convey citizens’ views to the government and help find ways to improve Singaporeans’ lives. Noting Tharman’s “long and distinguished record of public service”, he said: “I have every confidence that he will carry out his duties as president with distinction.”There were 50,152 rejected votes, making up 1.98 percent of all votes cast. This was comparable to the 1.76 percent rate in the last contested presidential election in 2011.Following nine days of campaigning and Cooling-off Day, Singaporeans cast their votes across 1,264 polling stations.An early indication of Tharman’s victory was the sample count released at 10.42 pm on Friday, in which he had 70 percent of the vote.In the final results announced by returning officer Tan Meng Dui, former GIC chief investment officer Ng Kok Song came second with 390,041 or 15.72 percent of the valid votes.He was followed by former NTUC Income chief executive officer Tan Kin Lian, with 13.88 percent or 344,292 votes.Speaking to the media after the sample count results, Tharman said that he was “humbled by the strong endorsement” that he had been given. He received 35.19 percent of more than 2.1 million valid votes, a hair ahead of the 34.85 percent attained by runner-up Tan Cheng Bock.Coming third was Tan Jee Say, with 25.04 percent, followed by Tan Kin Lian with 4.91 percent.Tan Kin Lian lost his election deposit in 2011 as he failed to get at least one-eighth of the votes, but retained it this election. He told reporters after the sample count that he had “expected to do much better”.Asked what he thought went wrong, he replied: “I would not know. So I think we will have to reflect upon that.”Prof Chong attributed Tan’s improved performance to the smaller number of candidates this election, and his greater name recognition after his 2011 bid.Still, Tan came in last once again. This could reflect that Singaporeans are not “comfortable” with a politicised presidential campaign, said Dr Tan: “The way that he ran his campaign turned people off. He made this a very polarised and politicised campaign.”Different messagesIn the lead-up to Polling Day, questions of political independence and potential competence had dominated the campaigns of the three candidates.Running under the slogan “Respect for all”, Tharman had promised to use his breadth and depth of experience to serve Singaporeans domestically and internationally.Even while urging voters to consider his track record in government, he stressed his “independence of mind”. A member of the ruling PAP for 22 years, he held multiple roles in Cabinet before resigning in July to contest the election.Ng had positioned himself as the only true non-partisan candidate, pointing out Tharman’s history in the government and Tan’s support from opposition veterans. But he also noted his familiarity with the government machinery, given his 45 years in the public service.Tan had said that, if elected, he would convey citizens’ views to the government and help find ways to improve Singaporeans’ lives. This is the first contested election since 2011, which saw former President Tony Tan winning the final vote.Contesting in the 2023 Presidential Election are former GIC chief investment officer Ng Kok Song, former Senior Minister Tharman Shanmugaratnam and former NTUC Income chief executive and second-time candidate Tan Kin Lian.Polling stations will open from 8am to 8pm, after which counting of the votes will begin.Here’s what you need to know about how your votes will be counted. What is the sample count and why is it important?The Elections Department Singapore (ELD) first started publicly releasing sample counts in the 2015 General Election. The sample count is done at the start of the counting process and gives an early indication of the election outcome ahead of the final tally. ELD said sample counts are done to prevent speculation and misinformation from unofficial sources while counting is underway, before election results are announced.A sample count also helps election officials check against the election result.How is the sample count calculated? A counting assistant at each of the 1,264 polling stations – up from 1,097 at the last General Election – will pick a random bundle of 100 ballot papers and count the number of votes for each candidate. This will be done in front of the candidates or their counting agents at each polling station.The votes will be added up, with weightage given according to the number of votes cast at each polling station. The sample count will be shown as a percentage of valid votes for each candidate. The assistant returning officer then records the votes for each candidate in a form and tells the candidates or their counting agents at each polling station the sample count results. The sample count will also be released to the media and published on the ELD website while counting is still in progress. The public should wait for the returning officer’s announcement to know the election result, ELD said, adding that the final result could be different from the sample count. When does counting start?The counting of votes cast in Singapore will begin immediately after polls close. This usually takes place on the night of Polling Day and may continue into the early hours of the next day.Once polls close at 8pm, the slits on the ballot boxes through which votes are dropped in are sealed. The ballot boxes are then transported to the assigned counting places for the votes to be counted. This is as long as the intention of the voter on which candidate they are voting for is clear, and that the paper is marked in a way that does not identify the voter. Will there be a recount?The returning officer must conduct a recount if the difference between the number of votes for the candidate with the most votes and for any other candidate is 2 per cent or less. This percentage is of the total votes cast, and does not include rejected or tendered votes. According to the ELD website, tendered ballot papers are issued to individuals who insist on voting even after the election official informs them that they have already been recorded as having cast their vote. No recounting of overseas votes will be conducted if the votes have no impact on the election outcome.If the overseas votes have an impact on the election results – if the number brings the margin of difference to within 2 per cent between the top two candidates – a recount of the overseas votes will be conducted.How are overseas votes counted?Postal voting for overseas Singaporeans will be used for the first time during the Presidential Election, after changes to election laws were passed earlier this year. There are also 10 overseas polling stations in the following cities: Beijing, Canberra, Dubai, Hong Kong, London, New York, San Francisco, Shanghai, Tokyo and Washington.All ballot papers cast by overseas voters must reach Singapore within 10 days after Polling Day. It is a sign of just how satisfied Singapore’s 3.5 million or so citizens are with the ruling party. And a signal of whether longevity and legitimacy amount to the same thing.But whoever gets to be the island’s president is meant to be above politics, and not hold any political affiliation. In fact, one of the rules is that you can’t be a member of any political party on Nomination Day. Yet some Singaporeans are seeing this election as a referendum on the ruling party — because many of them are increasingly fed up with the way candidates have been selected.It’s not really a choice when an unelected body sets the rules for who gets to run, says Kirsten Han, activist, and author of the book, The Singapore I Recognise: Essays on home, community and hope, referring to the government appointed Presidential Election Committee, which has been criticized for the way it selects candidates. This is why Han, writing in her blog, says she’s planning to “nope out.” “Spoiling my vote is as much a political choice as picking a candidate,” she writes. “It signals disillusionment and displeasure with the status quo. It’s a rejection not just of the establishment candidates but the entire, stupid, infuriating process.”Han’s sentiments are not reflective of the norm. Voting is compulsory in Singapore and most people generally play by the rules. The number of spoiled votes in Singapore’s elections is historically low, accounting for only an average of 2.3% of all votes over the course of general elections from 1972 to 2015. Still, taken in the context of the island state’s voting population, that can amount to tens of thousands of people who are trying to tell the government they’re unhappy.The president’s role is supposed to be a unifying position, non-partisan and someone who can bring people together. Many of the responsibilities are ceremonial: receiving foreign dignitaries, attending state functions, and performing other community duties. Their real power, though, comes from being the person who has the final say on whether Singapore’s past reserves are used — the checks and balances on whether parliament is misusing its power. He or she can also instruct the anti-corruption agency to conduct an investigation, even if the prime minister objects.So it is no small role, and it is something Singaporeans care about. In a YouGov survey released on Aug. 30, more than two in five Singapore residents think integrity is the most important attribute to be possessed by a president. Amongst the strict qualifying criteria, citizens have to be at least 45 years old, be a person of integrity, good character, and reputation, and either have held a senior role in the civil service or government for at least three years or run a company that has had on average at least S$500 million shareholder equity during the three years they’ve been in charge.In the end, only three candidates made it:75-year-old Ng Kok Song, a former investment officer for Singapore’s sovereign wealth fund GIC, who has spent more than four decades in public service until he retired in 2013.75-year-old Tan Kin Lian, a former head of NTUC Income, is trying his luck again.66-year-old Tharman Shanmugaratnam, who spent more than two decades in office with the PAP, where he rose to deputy premier and senior minister. He resigned from his government posts to run in this election.The problem is that none of them really qualify as anti-establishment. And what Singaporeans are most concerned about, according to Kevin Tan of the National University of Singapore and Cherian George of Hong Kong Baptist University, “is an overly dominant and unaccountable PAP government that is insensitive to people’s needs; they want a more empathetic and responsive President.” The recent scandals within the ruling party have got many worried, and they see the president’s role as someone who can remind ministers that they are public servants, elected to serve their citizens.But the behavior of some of the candidates — namely Tan Kin Liam — has also raised more questions about their suitability. A series of his social media posts from years gone by have resurfaced recently, including one from 2021 when he shared a shot — a close-up — of a woman’s bottom in denim shorts, saying he had seen “pretty girls” on his walk. Another from 2015, which has now been taken down, shows a photo on a bus, ostensibly taken to show the number of Indians. “I boarded SMRT 857 and found that I was in Mumbai,” he wrote at the time. He has since apologized — but only to his “local Indian friends,” and not to the “foreigners who now think they own Singapore.”It is tempting indeed then, to register a protest vote by spoiling one’s ballot. The process is indeed flawed — as Sudhir Vadaketh, founder and editor in chief of Jom, a Singapore weekly digital magazine points out, “the presidential election has, for many Singaporeans, devolved into political charade.”Even so, people should vote. In this city-state, it is a privilege. In fact, in the general elections of 1991, 1997, 2001 and 2006, the percentages of eligible voters who lived in walkover constituencies were 49.9%, 59.3%, 66.8% and 43.4% respectively — meaning that on average almost half of the population was never required to cast a single vote. The ruling People’s Action Party (PAP) and its candidates always win handsomely. And while their margin of success is the envy of political parties and politicians the world over, for the PAP every single point counts. It is a sign of just how satisfied Singapore’s 3.5 million or so citizens are with the ruling party. And a signal of whether longevity and legitimacy amount to the same thing.But whoever gets to be the island’s president is meant to be above politics, and not hold any political affiliation. In fact, one of the rules is that you can’t be a member of any political party on Nomination Day. Yet some Singaporeans are seeing this election as a referendum on the ruling party — because many of them are increasingly fed up with the way candidates have been selected.It’s not really a choice when an unelected body sets the rules for who gets to run, says Kirsten Han, activist, and author of the book, The Singapore I Recognise: Essays on home, community and hope, referring to the government appointed Presidential Election Committee, which has been criticized for the way it selects candidates. This is why Han, writing in her blog, says she’s planning to “nope out.” “Spoiling my vote is as much a political choice as picking a candidate,” she writes. “It signals disillusionment and displeasure with the status quo. It’s a rejection not just of the establishment candidates but the entire, stupid, infuriating process.”Han’s sentiments are not reflective of the norm. Voting is compulsory in Singapore and most people generally play by the rules. The number of spoiled votes in Singapore’s elections is historically low, accounting for only an average of 2.3% of all votes over the course of general elections from 1972 to 2015. Still, taken in the context of the island state’s voting population, that can amount to tens of thousands of people who are trying to tell the government they’re unhappy.The president’s role is supposed to be a unifying position, non-partisan and someone who can bring people together. Many of the responsibilities are ceremonial: receiving foreign dignitaries, attending state functions, and performing other community duties. Their real power, though, comes from being the person who has the final say on whether Singapore’s past reserves are used — the checks and balances on whether parliament is misusing its power. He or she can also instruct the anti-corruption agency to conduct an investigation, even if the prime minister objects.So it is no small role, and it is something Singaporeans care about. In a YouGov survey released on Aug. 30, more than two in five Singapore residents think integrity is the most important attribute to be possessed by a president. Amongst the strict qualifying criteria, citizens have to be at least 45 years old, be a person of integrity, good character, and reputation, and either have held a senior role in the civil service or government for at least three years or run a company that has had on average at least S$500 million shareholder equity during the three years they’ve been in charge.In the end, only three candidates made it:75-year-old Ng Kok Song, a former investment officer for Singapore’s sovereign wealth fund GIC, who has spent more than four decades in public service until he retired in 2013.75-year-old Tan Kin Lian, a former head of NTUC Income, is trying his luck again.66-year-old Tharman Shanmugaratnam, who spent more than two decades in office with the PAP, where he rose to deputy premier and senior minister. He resigned from his government posts to run in this election.The problem is that none of them really qualify as anti-establishment. And what Singaporeans are most concerned about, according to Kevin Tan of the National University of Singapore and Cherian George of Hong Kong Baptist University, “is an overly dominant and unaccountable PAP government that is insensitive to people’s needs; they want a more empathetic and responsive President.” The recent scandals within the ruling party have got many worried, and they see the president’s role as someone who can remind ministers that they are public servants, elected to serve their citizens.But the behavior of some of the candidates — namely Tan Kin Liam — has also raised more questions about their suitability. A series of his social media posts from years gone by have resurfaced recently, including one from 2021 when he shared a shot — a close-up — of a woman’s bottom in denim shorts, saying he had seen “pretty girls” on his walk. Another from 2015, which has now been taken down, shows a photo on a bus, ostensibly taken to show the number of Indians. “I boarded SMRT 857 and found that I was in Mumbai,” he wrote at the time. He has since apologized — but only to his “local Indian friends,” and not to the “foreigners who now think they own Singapore.”It is tempting indeed then, to register a protest vote by spoiling one’s ballot. The process is indeed flawed — as Sudhir Vadaketh, founder and editor in chief of Jom, a Singapore weekly digital magazine points out, “the presidential election has, for many Singaporeans, devolved into political charade.”Even so, people should vote. In this city-state, it is a privilege. In fact, in the general elections of 1991, 1997, 2001 and 2006, the percentages of eligible voters who lived in walkover constituencies were 49.9%, 59.3%, 66.8% and 43.4% respectively — meaning that on average almost half of the population was never required to cast a single vote. There was no one contesting the seat in their district.Citizens of a certain age will remember what it feels like to not have a choice. As a Singaporean based overseas for most of my life, and as a journalist, I have covered more elections around the world than I have voted in.
