Capex would decrease, which is exactly what investors have been hoping for. Cash flow would improve, and smaller players dropping out would make them more profitable earlier than planned. At the same time, development probably can't slow down because of the risk of losing to China, since they likely wouldn't follow any rules if they were established. So it looks like a win-win for hyperscalers either way.
