      Non US citizens cannot buy US treasury bills directly from the US government as they require a US Social Security Number, address of record and US based bank account .

      oh..if need to pay 30% WHT, 4% = 2.8% only, why not just put it in USD money market fund which still gives 3.5%+? and don't need to do any brokerage buy sell also..
