On December 17, Citizens reaffirmed its *Market Outperform* rating with a $342 price target, underscoring confidence in Oracle’s cloud strategy, contract economics, and funding structure. While market attention has centered on rising debt insurance costs and perceived opacity around OCI, Citizens views these concerns as overly simplistic. Oracle’s long-term, high-quality contracts remain highly valuable, and the company continues to finance large-scale projects efficiently, supporting durable cash flows and long-term growth.
