It's kinda pointless. Impractical bill.
Firstly, you can't verify whether the demand in US is met periodically, and secondly, OpenAI, Microsoft are also building data centers in other countries.
Plus right now China is also not willing to buy US chips. So this legislation is just meaningless and waste of taxpayers time.
