The key here is Article 39 of the EU regulation, which basically allows automakers to roll out new tech before full EU-wide approval, as long as they can prove safety and environmental standards.
The Netherlands is next, and these two countries could be the springboard for a full FSD launch across Europe. If Tesla pulls this off, the self-driving game just got way more serious. Super bullish on this move!
