That’s largely thanks to the perfect-storm combination of increasing use cases for processing chips and the declining supply. This should add up to be a great thing for anyone making chips – like AMD.The last 12 months for AMD have seen ups and downs alike, though mostly in equal measure. May to November of 2021 saw AMD climb sufficient to double its share price from May 2021. November to May 2022, however, saw most of those gains lost.The latest news, meanwhile, offers some hope for investors. The company posted an amazing earnings report that featured analyst projections shattered. AMD turned in $1.13 per share in earnings, which beat Street forecasts of $0.91.Revenue came in at $5.89 billion adjusted, which beat estimates calling for $5.52 billion. Revenue represented a gain of 71% against this time last year, and earnings were up a staggering 117%.Wall Street’s TakeTurning to Wall Street, AMD has a Moderate Buy consensus rating. That’s based on 14 Buys and eight Holds assigned in the past three months. The average Advanced Micro Devices price target of $134.11 implies 43.1% upside potential.Analyst price targets range from a low of $98 per share to a high of $200 per share.Investor Sentiment Looks Positive for the ChipmakerSometimes, investor sentiment isn’t that clear. Sometimes, it’s much more so. AMD investor sentiment, meanwhile, is mostly clear and mostly positive.First, let’s check out the retail investors who hold portfolios on TipRanks. Retail investor involvement has increased substantially over the last month, though it’s tapered off a bit in recent days. In the last seven days, TipRanks portfolios with AMD are up 1.6%. In the last 30 days, they’re up 6.9%.Then there’s the matter of hedge funds. Hedge funds are very interested in AMD, the TipRanks 13-F Tracker reveals. Hedge funds have put more cash behind AMD every quarter since March 2021.The bump up from March to June is small but present. More pronounced increases followed in the next two quarters. In fact, December 2021’s involvement level is nearly double what it was in December 2020.There are two downside points to consider, however. AMD doesn’t pay a dividend, and there are no signs of a dividend to come. That’s bad news for income investors. Then there’s the matter of insider trading at AMD.Insider trading in the last three months is evenly matched, with four buy transactions and four sell transactions. In the last year, there were 21 buy transactions and 42 sell transactions.It’s important to note, however, that that selling activity mainly took place during AMD’s big run-up back in the May to November 2021 corridor. The buying kicked in on the downside, which is reasonable behavior for any investor.The Chip Shortage Continues, Making AMD’s Future BrighterThe good news—though it’s backhanded good news at best—is that the chip shortage is likely to continue for some time. Intel CEO Pat Gelsinger suggests that the chip shortage is likely to continue until at least 2024. Gelsinger suggests that “…constrained availability of key manufacturing tools” will become an issue.Meanwhile, Ford reported a 10.5% sales decline. Though this was a smaller sales loss than had been seen earlier, the chip shortage was still hurting car supplies. Supplies of PlayStation 5 units will likely continue to see shortfalls going into 2024 as well, reports note.Take these factors together, and suddenly, things look good for AMD. Not only will there be steady and rising demand for all its products—AMD itself looks for gains from increasing demand from data centers—but the ability of other firms to join the fray and pull market share will decline as well. That should open up a new opportunity for AMD to sell about as much as it can produce.Basically, there’s more demand than ever for chips. There’s a growing demand for things that you wouldn’t expect to have a chip in them but do somehow (like cars). There’s a growing demand for gaming consoles; the new console versions are spiking demand, especially with lingering concerns over COVID-19.Take the combination of ongoing high demand for AMD products, a declining number of firms that can even get into the market, and AMD’s recent drop in value over April, and that certainly suggests a course of action.Granted, some are concerned about the impacts of inflation on chip demand, and with good reason. When people are struggling to buy food, they’re not going to be too interested in a new computer.However, consider how wide the demand/supply gap is right now. Consider Ford’s “Ice Mountain.” Back in February, an array of new Broncos sat in an outdoor lot, awaiting the last chips needed to complete them.While inflation will certainly have an impact, it’s safe to say that the demand right now is sufficiently broad that it can accommodate a little inflation-fueled loss.Concluding ViewsDemand for computers is brisk across virtually every sector of the economy. Big data systems demand computers to search for actionable patterns. Smart homes need computers to operate their various voice-controlled systems. Gamers need computers to play the latest titles. The list just keeps going.With all these use cases on AMD’s side, even some inflation-induced losses aren’t likely to slow the overall trajectory of demand very much. That, combined with some attractive per-share pricing right now that’s well under highs, makes for a combination that’s hard to resist. A small number of cases, including two new claims, allege errors by Hertz employees caused police to pull over innocent customers on suspicion of driving stolen cars.In one of the new claims, a driver was stopped in Beverly Hills, California in February while on his way to film a music video, and a couple were pulled over in Texas in March while the driver was in costume for a renaissance festival, police records show.Hertz files thousands of criminal cases against customers annually, according to court documents, claiming that the majority involve disputes about vehicles that weren’t returned on time and likely have been stolen. Drivers of cars mistakenly tagged as stolen say in lawsuits that the reports sometimes led to frightening encounters with police.More ClaimsThe lead attorney for customers is Francis Alexander Malofiy, a Philadelphia lawyer who has spent years fighting Hertz in court. He says many new clients have come to him in the months since news about the false arrest lawsuits became public.The new claims will be filed in the next few weeks, Malofiy said. Most will land in front of a federal judge in Wilmington, Delaware where the company reorganized in bankruptcy as the pandemic began to hurt the economy in 2020. Hertz left bankruptcy protection in June, but a shell company remained behind to resolve disputed debts, including false arrest claims.Some of the new claims will wind up in various state courts because the incidents happened after Hertz left bankruptcy, Malofiy said. Lawyers for the drivers say all the cases could cost Hertz more than $700 million. The company said in a quarterly filing Wednesday it doesn’t expect a significant impact.Hertz said in an emailed statement that it’s still investigating the two new cases, and they appear to be different from the bulk of the previous claims about late returns.“In the event we have a made an error, we will work to make it right with any customer affected by our actions,” the company said. Meanwhile, it’s adding more technology and bringing in additional repossession agents and services “to diminish the possibility of innocent customers being impacted.”Hertz said it tries to contact customers via phone calls, text messages, emails and certified letters about overdue cars and get them back through private means, working for about 63 days beyond the return date before involving police.Wrong PlatesIn the Texas case, Jeremy Benjamin, 35, and Brittany Morgan, 32, picked up a Ford Mustang from Hertz at Houston’s airport on March 9. Hertz apparently rented the car without realizing it had the wrong license plate, according to Larry Boggus, a police officer with the city of Memorial Village, Texas. The plate had been reported stolen off a Hyundai Sonata, which is why the car was stopped in the small community in the Houston area.“Hertz probably just failed to check the license plate when they did the rental inspection,” Boggus said in an interview. “We’ve had several stolen rentals that were not really stolen.”The couple, who live in Naples, Florida, said they were terrified to be confronted by police with drawn weapons a few days after getting the vehicle.“As we were returning with the car, we were pulled over and arrested at gunpoint,” Morgan wrote in a legal declaration. “It was traumatic and humiliating. The police told us that the car was stolen.”Guns DrawnMusic video director Michael Okoasia, 29, was pulled over in Beverly Hills while leading his film crew to a gig in Southern California on Feb. 5. He was alone in the Nissan Versa while the equipment and crew followed, Okoasia said in a sworn affidavit provided to Bloomberg News.He was handcuffed and placed in the back of a patrol car as part of the stop, which involved 10 officers with guns drawn, according to the statement. The Beverly Hills police were alerted after an automated license plate reader scanned the vehicle, which had been reported stolen, according to a police report.“I lost around $20,000 from the music video that we were not able to shoot,” Okoasia, who lives in New York, said in the affidavit.In both cases, the people were detained but not charged. The couple in Texas were allowed to keep the car and continue on their way. The video maker was released, but the car was towed because it was reported stolen.A small number of customers are arrested because the company can’t find a vehicle, according to court documents. The data-mining firm's shares started trading at $10, closed at an all-time high of $39 last January, but subsequently tumbled all the way back to about $12 a share.Does that pullback represent a good buying opportunity for patient investors? Let's review the bull and bear cases to decide.Image source: Getty Images.What does Palantir do?Palantir operates two main software platforms: Gotham, which serves government clients; and Foundry, which serves large enterprises and private organizations. A third platform, Apollo, provides automatic software updates for both platforms as a cloud-based service.Palantir's software aggregates data from disparate sources and then analyzes it with artificial intelligence algorithms to help organizations make informed decisions. For example, the U.S. Army uses Gotham to collect intel from various government agencies and local sources to plan missions. Large companies can also use its algorithms to streamline their operations.Why do the bulls love Palantir?The bulls love Palantir because it has firm ties to the U.S. government, it generates robust growth, and its gross margins are expanding.Palantir's revenue rose 47% in 2020, then grew 41% to $1.54 billion in 2021. It ended 2021 with a high dollar-based net retention rate of 131%, and it expects its revenue to grow by at least 30% annually through 2025.Its government revenue in 2021 rose 34% to $645 million, but it still decelerated from its 77% growth in 2020. However, its commercial revenue in 2021 increased 47% to $897 million, which accelerated from its 22% growth in 2020.The acceleration of its commercial business silenced the bears who initially claimed Palantir would struggle against similar data-mining companies like C3.ai, Alteryx, and Salesforce in the crowded enterprise analytics market.The bulls also believe its government slowdown is temporary since it still secured plenty of new deals over the past year. In addition, Ukraine war could generate fresh tailwinds for Gotham as more government agencies upgrade their analytics systems to counter the threat of new cyberattacks and military aggression across Europe.Palantir's adjusted gross margin rose from 71% in 2019 to 81% in 2020, then increased to 82% in 2021. That ongoing expansion indicates it still has plenty of pricing power in the data mining and analytics market.Why do the bears hate Palantir?The bears dislike Palantir because it faces a hidden competitor within the U.S. government, it's unprofitable, and its stock still isn't cheap.Palantir has a controversial reputation because its co-founder Peter Thiel was a vocal supporter of former President Donald Trump. Immigration and Customs Enforcement's (ICE) usage of Gotham to deport undocumented immigrants also sparked internal protests and resignations across the company.Those controversies, along with long-term cost concerns, have reportedly driven ICE to develop its own internal replacement for Gotham called RAVEn. If other U.S. government agencies follow ICE's lead, Palantir's dream of becoming the \"default operating system for data across the U.S. government\" (which it boldly set in its S-1 filing) could quickly end.Palantir's net loss widened from $580 million in 2019 to $1.17 billion in 2020, partly due to the costs of its direct listing, and narrowed to $520 million in 2021. That red ink makes Palantir a risky stock to own as interest rates rise.Palantir's stock has nearly taken a round trip back to its initial opening price, but it still isn't undervalued at 12 times this year's sales. By comparison, Twilio (TWLO -6.26%) -- the cloud-based communications company which expects to generate at least 30% organic revenue growth over the next few years -- trades at just six times this year's sales.To make matter worse, Palantir continues to dilute its shares with its generous stock-based compensation (50% of its revenue in 2021) as its insiders cash out. On a weighted-average basis, Palantir's outstanding shares nearly doubled in 2021. Yet over the past three months, its insiders sold more than twice as many shares as they purchased.The bears still have the upper handPalantir's business should continue to grow at an impressive clip this year, but its ongoing losses, dilution, and insider sales indicate its stock could still drop even further in this challenging market.
