Link</a>\n\n</div>\n\n\n</article>\n</div>\n</body>\n</html>\n","type":0,"thumbnail":"https://static.tigerbbs.com/edb5904d62b10798f760277be625646d","relate_stocks":{"UXIN":"优信"},"source_url":"http://www.news.cn/fortune/2021-09/23/c_1127893766.htm","is_english":false,"share_image_url":"https://static.laohu8.com/e9f99090a1c2ed51c021029395664489","article_id":"1104432934","content_text":"近年来，为加快二手车流通，国务院办公厅印发《关于促进二手车便利交易的若干意见》，取消地方性二手车迁入限制性政策。有关方面出台多项政策，允许二手车交易市场代为行使了税务局的开票、车管所的过户等行政权力。\n然而，国务院第八次大督查对国务院“互联网+督查”平台反映的线索进行核实后却发现，有的交易市场凭借这些行政权力，向办理相关业务的个人、商户捆绑名目繁多的“增值服务费”，形成垄断。\n乱象一：搭车收取“服务费”乱象多\n在国务院“互联网+督查”平台上，许多线索集中反映二手车交易市场借助行政权力乱收费、形成垄断等问题。根据线索，记者日前跟随国务院第八次大督查在山东等地展开核查。\n“办理二手车过户，一共360元，费用包括税票、牌照费、服务费，发票必须在我这开。”督查组在济南市一个二手车交易市场咨询过户手续时，办事人员如是说。\n督查组在工作中发现，交易市场收费存在多种乱象。\n——收费标准无“标准”。\n以小型车过户为例，在青岛市机动车辆交易市场内的一块收费公示牌上，标注着二手车交易服务属经营服务性收费，执行市场调节价，根据车值收取200元至960元不等的交易服务费。工作人员表示，价格其实还可以再商量。\n而在济南市济西二手车机动车登记服务站等地，交易服务费大多为150元。\n——“服务费”里无服务，组成五花八门。\n一些办事群众反映，花费200元和960元得到的服务并没有差别，不同车值的车辆勘验流程均一样。部分交易市场甚至还把“拆牌费”列到了交易服务费之中，即便是自行拆除旧车牌，“拆牌费”也照收不误。\n《机动车登记服务站管理规定（试行）》明确，机动车登记服务站办理机动车登记业务，可以代收机动车牌证工本费等行政事业性规费。机动车登记服务站不得以机动车登记服务、代办等为由，强制收取经营服务性费用或者要求购买产品；不得以提供贵宾服务、加快办理等为由，变相收取经营服务性费用。\n根据山东省有关部门的价格审批，只有反光号牌、机动车临时号牌、机动车行驶证工本费、机动车登记证书工本费有收费依据，这些项目总计140元。\n乱象二：便民初衷被歪唱成“特许经营”\n目前除二手车交易市场外，一些互联网二手车销售企业也可开具二手车销售统一发票。督查组调查了解到，办理过户时，一些服务站往往拒认这些发票，仍要求在交易市场代开发票，收取开票费后才准予办理过户手续。有的服务站即便认可二手车经销企业开具的发票，仍要求企业向交易市场缴纳“服务费”等才能办理过户手续。\n“你们提供的发票我们不能鉴别真伪。”在青岛市燕儿岛路一处机动车交易市场，工作人员明确表明不接受凭其他机构开具的发票办理过户手续。\n督查组暗访发现，四川省成都市目前有28家二手车交易服务机构，2018年他们成立了“成都市服务专委会”，将当地交易服务机构交易服务价格统一划定为280元，形成价格垄断。\n督查组暗访多地二手车交易市场发现，在哪家办理转移登记，就需要在哪家办理税票，已经成为二手车交易市场垄断的手段，即便在其他交易机构开具税票，也需要重新开具或缴纳费用。本为便民的初衷，却被歪唱成“特许经营”。\n乱象三：限迁政策“玻璃墙”仍存\n2016年以来，国家三令五申不得设置二手车迁入门槛，国务院办公厅相继出台《关于促进二手车便利交易的若干意见》《关于加快发展流通促进商业消费的意见》《关于服务“六稳”“六保”进一步做好“放管服”改革有关工作的意见》等文件提出，除国家鼓励淘汰和要求淘汰的相关车辆，以及国家明确的大气污染防治重点区域（京津冀、长三角、珠三角）有特殊要求的情况外，不得制定实施限制二手车迁入政策。\n国务院第八次大督查在四川、山东、海南等省份核查发现，一些地方仍我行我素，以环保等名义违规设置二手车迁入条件，阻断二手车跨区域流通。\n2018年国务院第五次大督查赴山东督查组就曾明确指出济南市存在限制二手车迁入问题，随后济南市取消了有关政策。但2019年5月以来，济南市再次发布《关于济南市实施轻型汽车国家第六阶段机动车排放标准的通告》等限制性措施。\n2021年成都市颁布《成都市大气污染防治条例》，限制了国六以下的车辆通过二手车交易市场进入成都市的可能。督查组拨通当地政务热线了解有关情况，工作人员以地方法规位阶高于国务院通知为由，表示有关规定无不妥之处。\n2018年底海南省发布关于轻型汽车执行国家第六阶段机动车排放标准的通告。督查组从海南省交警总队、海口市车管所、海口旧机动车交易市场了解到，这一地方政策违反国务院关于取消二手车限迁政策的相关要求，目前却仍在执行。\n清理乱收费
