I tend to think the real problem is uncertainty. Reviews slow things down, delay sales and make buyers hesitant. We saw the same thing with 5G, where our tech companies lost ground while China built its own alternatives. Cutting off $NVIDIA(NVDA)$ 's market risks repeating that mistake.
