$Intel(INTC)$   The number of fabs not as important as what technology (e.g. nanometer capability) they can run in them. Apparently it is no easy thing to retro-fit them. Imho, only fabs capable of <=7nm will be able to make money for them going forward, requiring big bucks for ASML litho equipment and other supporting technologies and technician training.

Also, it is not wise to have too many fabs in one locality. There is some advantage to having fabs compete against each other.
