I would think that the others have yet to do what the Chinese had done. To unlock the potential of the hardware by Nvidia.
I would be worried if they are using ATI. Key for innovation is never to stop. It shows that sanction doesn’t prevent innovation but creates a false illusion that you are always ahead.

It’s software issues not hardware, meaning with better software, developers do not need high end gpu now.

  I believe one of the main reason is that the old hardware ( Nvdia ) is not able to support the current technology.
