特朗普周一签署旨在加速量子研究的行政命令，为联邦机构采用该技术、加强美国抵御网络攻击的能力奠定基础。
特朗普在白宫表示，这些行政命令将提升美国“在这个非常重要的新兴领域中的全球领导地位。我们已经遥遥领先，现在我们将进一步扩大领先优势。”
量子计算是一个新兴领域，但它对国家安全有着深远的影响，美国和中国都在竞相确立自己的主导地位。与特朗普一道现身的还有Alphabet高管Ruth Porat以及IBM首席执行官Arvind Krishna。IBM股票在盘后交易中上涨2.4%。
特朗普表示，第一项行政命令将启动项目，以研发能够执行重要科学计算的量子计算机。不愿透露姓名的白宫官员在签署仪式前向记者透露，他们相信到2028年就能研制出这样的计算机。
官员表示，该命令还要求各机构制定未来五年内部署量子传感器和网络的计划。此外，该命令还支持与盟友协调，以保护量子知识产权并加强供应链。
第二项命令旨在加速美国部署能够抵御量子网络攻击的算法，并计划最迟在2031年前完成各机构高价值资产向“后量子密码学”标准的迁移。量子技术目前仍主要停留在理论层面，尚未得到大规模验证，但有朝一日其威力可能足以破解用于保护银行支付等大量信息隐私的标准加密标准。
