印度尼西亚计划对煤炭和镍征收出口税及暴利税，作为抵消国家预算中日益增长的补贴成本的举措之一。
印度尼西亚财政部长普尔巴亚·尤迪·萨迪瓦（Purbaya Yudhi Sadewa）表示，上述拟议措施仍在与能源和矿产资源部协商讨论之中。“目前正与能源部持续磋商，但可以明确的是，相关收入将足以帮助弥合补贴缺口。”
普尔巴亚指出，煤炭和镍出口此前未被纳入出口税征收范围，由此形成了可能滋生低报发票和走私行为的监管漏洞，同时也限制了海关当局在货物发运前对货物进行检查的能力。
出口税的实施预计将赋予海关与消费税总局（DJBC）更大的权力，在货物出口前开展检查，从而有助于堵塞税收漏洞、防止财政流失。
尽管印尼政府计划推行上述税收措施，普尔巴亚表示，政府仍致力于推动下游产业发展，尤其是以镍为基础的电池产业。
